Zelensky Declares He Lacks Clear Security Pledge from European Partners

President Zelensky has stated that Ukraine's partners in Europe have failed to provide solid assurances that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.

His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the declaration made in the French capital.

President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our dedication to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a settlement was "90% ready".

Questions of land and defense pledges have been at the forefront of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.

Moscow now holds about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
